If you don’t see your photos while using Picasa, then they must be in a folder somewhere that Picasa is not looking. This video shows you how to use the Folder Manager to include or exclude folders in Picasa's view.

[...] Using the Import tool instead of the Folder Manager. As you collect more and more photos, I see people putting photos on an external hard drive. This is a wonderful idea, BUT – when they open Picasa they use the Import tool to be able to see them. The Import tool is meant to copy pictures from an external device (usually your camera) to your computer. Now they have the pictures twice! Once on the External Hard Drive, and again on their computer’s built-in Hard Drive. What they should have used is the Folder Manager.
